Armadale Western Australia
BANNED and CENSORED -
BANNED FOR LIFE
CITY OF ARMADALE
PERTH, WESTERN AUSTRALIA
The information presented in this web page is generic to ALL local governments in Western Australia.
If you are an eligible "elector" for local government elections in Western Australia, it is vital you read and understand the significance of what is happening to your freedom through the progressive erosion of your civil and political rights under existing arrangements determined by executive government.
This website presents fair comment political commentary about the covert progressive erosion of democratic and civil rights in Western Australia.
This website has been developed for public education and information in the publick goode, in response to an official lifetime personal ban imposed upon me by the City of Armadale Local Government Western Australia.
I have been politically exiled.
The ban prevents me from asking questions of it during the statutory Public Question Time in Council or Committee meetings, or Elector meetings, or via correspondence.
This factual and objective report is devoted to the cause of freedom, freedom of speech, civil and political rights, and opposition to political censorship in a "democratic" society.
It demonstrates how your civil and political rights are being slowly eroded over time by officials who have little or no regard for civil rights law or the principles of "democracy".
It is presented in good faith in the public interest for the publick goode.
purpose is to inform and educate you, the Ratepayer, Resident, Elector, Citizen
and "Member of the Public", how your democratic rights, established
for centuries under the Rule of Law, are being eroded by stealth.
Its purpose is also to inform and educate you of the ethos, ethics, policies and practices of your local government and to assist you decide if your Councillors and local government are complying with the law, representing your will and fulfilling your expectations in their role as your elected representatives.
If you decide they are not, then raise your voice and tell them what you expect from them.
DEMAND YOUR RIGHTS ARE RESTORED AND UPHELD
Contact your Member of the WA Parliament and protest loudly.
"Whether the mask is labeled fascism, democracy, or dictatorship of the proletariat, our great adversary remains the apparatus - the bureaucracy, the police, the military.
Not the one facing us across the frontier of the battle lines, which is not so much our enemy as our brothers' enemy, but the one that calls itself our protector and makes us its slaves.
No matter what the circumstances, the worst betrayal will always be to subordinate ourselves to this apparatus and to trample underfoot, in its service, all human values in ourselves and in others.
Councillors are self-nominated elected public officials whose primary duty is to represent the publick goode consistent with community expectations.
Their minimum performance and conduct must be to established standards under the RULE OF LAW.
Local government elections are held every two years to enable the community to choose those candidates who can demonstrate a commitment to fulfil that duty.
To protect your civil rights and make your vote count -consider candidates carefully.
"the public interest"
The Western Australia Surveillance Devices Act 1998 defines "the public interest" in the following terms at Section 24:
"public interest includes the interests of national security, public safety, the economic well-being of Australia, the protection of public health and morals and
the protection of the rights and freedoms of citizens."
And for those who reject this report as untrue or exaggerated , who believe your local government is a great and honourable enterprise - above reproach and worthy of your endorsement and adoration - and that the unlawful personal ban imposed is fair and reasonable, you will be pleased at what the local government industry tells you about itself at: http://walga.asn.au/News,-Events-and-Publications/Publications.aspx
We are indeed honoured to be served by such highly acclaimed self-sacrificing personages, dedicated to building socially engineered vibrant communities at minimal cost, as we progress towards their concept of an utopian existence under their rule.
"One of the key characteristics of an elite corps is its susceptibility to those more powerful than itself. Elite power is naturally attracted to a power hierarchy and fits itself neatly, obediently into the one that promises the most personal benefits. Here is the Achilles’ heel of armies, police and bureaucracies."
Preservation of the status-quo might be attractive to the local government industry and its supporters but back in 2011 the then state government commissioned a major enquiry into that industry, reflecting its concerns and those of the communities it represents.
The Metropolitan Local Government Review Panel ("The Robson Enquiry") was appointed in June 2011 to examine the current and anticipated regional, social, environmental and economic issues affecting, or likely to affect, the growth of metropolitan Perth over the next 50 years, as well as current and anticipated national and international factors.
The Panel's task was to recommend the most appropriate local government structures and governance models for metropolitan Perth.
The Panel's observations and recommendations are presented in the METROPOLITAN LOCAL GOVERNMENT REVIEW Final Report.
That report embraces some of the issues presented in this paper.
However the then government did not proceed to effect the recommendations, resulting in more of the same.
On the other hand, the position of the incoming March 2017 WA Labour State Government offers hope for implementation of at least some of those recommendations - its position is set out in this document:

"A slightly different version of the argument--this is really the core of Max Weber's reflections on the subject--is that a bureaucracy, once created, will immediately move to make itself indispensable to anyone trying to wield power, no matter what they wish to do with it. The chief way to do this is always by attempting to monopolize access to certain key types of information." David Graeber
Local Government Councils and their individual Councillors appear to want to govern with discretional unfettered and unconstrained control but not be responsible for outcomes resulting from their decisions or indecisions and actions or inactions - i.e. an "all care and no responsibility" system.
Thus it is customary in government these days to qualify statements or information with a "disclaimer"

The focus of this website is FREEDOM, CIVIL RIGHTS and the RULE OF LAW.
Please note accounts of alleged corruption or mismanagement in your local government are not suitable for posting on this website. Persons wanting to make allegations should note the public is prone to forgiving their leaders when they are well liked and respected, so allegations are likely to be ignored unless criminal in nature and supported by hard evidence - but that is a role for higher authorities.
In any event, the Australian media has historically shown us that Australia is the only country in the world where political corruption (at any level) does not occur, so there can be nothing to allege.
However in the area of process management, management of Elector Meetings is one area of great concern because the lack of clear legislation offers scope for discretional manipulation of process and meeting outcomes. In recent times there have been media reports of some local governments banning (symbolic) motions of "No-confidence" by Electors in Elector meetings.
Note that all claims must be substantiated with documented evidence (such as minutes of meetings and/or public documents) and devoid of defamatory material.
